Global Government Regulatory & Justice Forum Convenes in Dubai

Dubai: The second Global Government Regulatory Forum, titled 'Global Government Regulatory and Justice Forum,' was held as part of the World Government Summit 2026, running in Dubai from February 3 to 5, 2026. The forum emerged from a collaboration between the General Secretariat of the UAE Cabinet and the Ministry of Justice, assembling heads of states, ministers, and experts in legislation, justice, policymaking, academia, and advanced technologies.

According to Emirates News Agency, the forum aimed to enhance international dialogue on regulatory and legal frameworks, anticipate the future of legislative and justice systems, and explore opportunities to develop future-ready legal frameworks and public policies that balance innovation with rights protection. The discussions focused on redesigning laws, justice systems, and policies to be flexible and effective in a rapidly changing world, addressing the role of governments in transition periods, and using regulations to uphold the rule of law.

Maryam bint Ahmed Al Hammadi, Minister of State and Secretary General of the UAE Cabinet, inaugurated the forum. In her opening remarks, she outlined a vision to connect regulatory work, justice, and innovation, emphasizing the need for integrated frameworks that balance innovation, justice, and the rule of law. Abdullah bin Sultan bin Awad Al Nuaimi, UAE Minister of Justice, highlighted the importance of modernizing legislative and judicial ecosystems to strengthen the rule of law and transform legislation into effective practices, emphasizing the role of digital transformation and modern technologies.

The forum featured keynotes from Dr. Vjosa Osmani Sadriu, President of Kosovo, and Gordana Siljanovska-Davkova, President of North Macedonia. Dr. Osmani Sadriu discussed transitioning from traditional regulatory reform to institutional reinvention, while Siljanovska-Davkova emphasized legislation as a driver for reform and stability.

Professor Sheila Jasanoff of Harvard University contributed academically, discussing the transformation of leadership visions into impactful decisions. Panel discussions explored legislative processes, intellectual property in AI, and adapting the rule of law to global transformations.

The forum concluded with discussions on building flexible legal ecosystems that advance the rule of law and safeguard human rights amidst rapid global transformations. The event underscored the UAE's role as a hub for dialogue and international cooperation, supporting effective government development and regulatory readiness.
