Dubai: Dubai Civil Aviation Authority (DCAA), in collaboration with Dubai Customs, has launched the Remote Visual Inspection Project, an initiative designed to enhance inspection efficiency, speed up transaction processing, and aid in the digital transformation of the aviation and customs sectors. This project aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, to position the aviation sector as a key driver of national economic growth. The initiative is also in line with the Dubai Government’s aim to provide smart and proactive services.
According to Emirates News Agency, the project addresses the increasing demand for aircraft spare parts identification and No Objection Certificate (NOC) services, which have seen a significant rise in volume. The shift towards remote visual inspection as a primary alternative to on-site inspections has reduced processing times and improved operational efficiency.
Mohammed Abdulla Lengawi, Director-General of the Dubai Civil Aviation Authority, highlighted the project as an example of institutional integration between DCAA and Dubai Customs. He emphasized their shared commitment to innovative solutions that align with the government’s aspirations for smart, efficient services while maintaining safety and compliance standards. The initiative has enhanced customer experience and satisfaction, contributing positively to happiness indicators and marking a crucial step in Dubai’s aviation sector’s digital transformation.
Dr. Abdulla Busenad, Director-General of Dubai Customs, praised the partnership with DCAA as a leading government collaboration model. He noted that the Remote Visual Inspection initiative reduces processing times, fosters a flexible business environment, and enhances compliance and efficiency. This strengthens Dubai’s global competitiveness and supports the goals of the Dubai Economic Agenda D33.
The Remote Visual Inspection Project supports the issuance of NOCs for inspecting and identifying aircraft spare parts carried by passengers through land or seaports. These items undergo regulatory inspection by the Aircraft Oversight Section, after which the DCAA issues the NOC. The demand for such services has tripled from 2024 to 2025, reflecting confidence in the new system’s efficiency. The project has achieved a perfect 100% Happiness Meter rating since its implementation, showcasing DCAA and Dubai Customs as pioneers in innovative inspection and regulation models.
The initiative is a strategic effort to reinforce Dubai’s status as a global aviation and logistics hub and demonstrates effective government collaboration in developing innovative solutions that support sustainability and institutional excellence.
