EPDA, GORD, GCC Forge Strategic Partnership to Develop Carbon Markets

Ras al khaimah: The Gulf Organisation for Research and Development (GORD), the Global Carbon Council (GCC), and the Environment Protection and Development Authority (EPDA) of Ras Al Khaimah have entered into a strategic tripartite Memorandum of Understanding (MoU) aimed at accelerating climate action, fostering high-integrity carbon markets, enhancing biodiversity conservation, and advancing sustainable urban development across the region. The agreement was signed by Dr. Yousef M. Alhorr, founding chairman of GORD and GCC, and Dr. Mohammed bin Yousif Al Madfaei, Director General of EPDA.

According to Emirates News Agency, the partnership leverages the distinct institutional strengths of the three organisations to create a powerful ecosystem capable of driving comprehensive environmental solutions. GORD will utilise its expertise in scientific innovation, technical advisory, and the implementation of green building and infrastructure standards. Concurrently, the Global Carbon Council, the first internationally recognised carbon crediting programme from the Global South, will offer its world-class infrastructure supported by approvals under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and the Integrity Council for the Voluntary Carbon Market (ICVCM).

EPDA will anchor these initiatives within the strategic regulatory landscape of the United Arab Emirates, using its governmental mandate to oversee environmental legislation, resource conservation, and enforcement in Ras Al Khaimah. Dr. Yousef M. Alhorr highlighted the strategic importance of the agreement, noting that true decarbonisation requires rigorous asset registries and greenhouse gas verification protocols, aligned with Article 6 of the Paris Agreement.

Dr. Mohammed bin Yousif Al Madfaei emphasised the alignment of this collaboration with EPDA's vision of leading environmental protection and resource sustainability. The technical and market expertise from GORD and GCC is expected to accelerate the realisation of climate ambitions, introducing top-tier compliance and globally recognised certification standards to local initiatives.

The collaboration focuses on developing robust climate action initiatives and carbon asset programmes, with the three entities pooling resources to design carbon neutrality frameworks, including greenhouse gas emissions inventorying and third-party verification protocols. A significant effort will be directed towards building regional capacity for Article 6 mechanisms, facilitating structured carbon credit transfers and assisting entities in navigating cross-border carbon markets.

Beyond carbon finance, the MoU advocates for integrated approaches to climate resilience and eco-conscious urban design. The organisations will establish technical guidelines for sustainable buildings and resilient infrastructure systems, supported by GORD's expertise in sustainability rating frameworks. They will also organise professional training programs, workshops, and expert exchanges to enhance regional climate competencies. Additionally, the collaboration will drive shared scientific research and environmental studies, aiming to create a knowledge hub that connects science with environmental policy to improve regional quality of life and sustainability.
