Abu dhabi: The United Arab Emirates and the Republic of Paraguay have issued a joint statement marking the official visit of Santiago Pe±a Palacios, President of Paraguay, to the UAE from February 2 to 5, 2026. The visit coincided with the World Governments Summit, where President Pe±a engaged with leaders from Latin America.
According to Emirates News Agency, President Pe±a was received in Abu Dhabi by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi. The meeting underscored the strengthening relations between the UAE and Paraguay, emphasizing shared goals for development and empowerment.
During his visit, President Pe±a held discussions with key UAE officials, including H.H. Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, and H.H. Sheikh Tahnoon bin Zayed Al Nahyan, Deputy Ruler of Abu Dhabi and National Security Adviser. These discussions focused on strategic investments in infrastructure, technology, and industries to support socio-economic development.
In Dubai, President Pe±a met with H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, exploring opportunities for cooperation in sectors such as connectivity, innovation, and sustainable growth. The leaders celebrated the progress in UAE-Paraguay relations, established in 2007, and the achievements through cooperative efforts.
President Pe±a's participation in the World Governments Summit was a significant highlight, where he received the 'Most Reformed Government Global Award.' This accolade recognized Paraguay's innovative reforms in public services and governance. At the High-Level Investment Forum focused on Latin America and the Caribbean, President Pe±a discussed Paraguay's investment climate and regional cooperation.
Both nations expressed enthusiasm for advancements in infrastructure, including the signing of the Heads of Terms for the Urban Train Project between Etihad Rail and Paraguay's FEPASA. Discussions also covered the development of Silvio Pettirossi International Airport, promoting travel and trade.
The leaders signed a Memorandum of Understanding between Abu Dhabi Airports and Paraguay's National Directorate of Civil Aeronautics to enhance technical cooperation. Further, they expressed intent to finalize the Comprehensive Economic Partnership Agreement between the UAE and the MERCOSUR bloc.
Technology and artificial intelligence were highlighted as key growth areas, with both nations committing to expanding cooperation in digital transformation and smart infrastructure. The UAE expressed interest in collaborating with Paraguay in safe cities and digital services.
Energy and utilities cooperation was also emphasized as a cornerstone for sustainable development. A Government-to-Government Memorandum of Understanding was signed to promote collaboration and innovation in Paraguay's energy sector.
The partnership extends to education, with the UAE supporting Paraguay's human capital development through scholarships at Mohamed bin Zayed University of Artificial Intelligence. Dubai Cares' collaboration with Paraguay's Ministry of Education on a digital learning platform was also praised.
On international matters, the leaders reaffirmed their commitment to multilateralism and peaceful resolutions. They called on Iran to end its occupation of UAE islands and expressed support for a peaceful settlement through negotiations or the International Court of Justice.
Support was voiced for President Trump's Comprehensive Plan to end the War in Gaza, emphasizing adherence to ceasefire agreements and a two-state solution for lasting peace. They condemned violence in Sudan and stressed the importance of a civilian-led government.
The leaders also expressed concern over extremism and committed to promoting tolerance and dialogue to counter hate speech and racism. President Pe±a concluded his visit by expressing appreciation for the UAE's hospitality and a shared vision for a prosperous partnership.
