The first article stipulated the establishment of a center called the Humanitarian Operations Coordination Center (HOCC), affiliated with the Office of the Supreme Commander of the Armed Forces, subject to his supervision, and enjoying legal personality, with its main center in the capital, Sana'a.The second article stipulates that 'the Center contributes to mitigating the humanitarian effects and repercussions (on civilians and civilian objects) in the theater of military operations (land, sea and air) through adherence to Islamic teachings , compliance with international humanitarian law , other relevant international laws and conventions in a manner that does not conflict with the interests of the Republic.'
