FAHR Advances Zero Bureaucracy Initiative in Federal HR Services.


Abu Dhabi: The Federal Authority for Government Human Resources (FAHR) has made significant strides in its Zero Bureaucracy Programme, focusing on streamlining federal human resources services, procedures, and systems in recent months. This initiative is part of a broader national framework designed to create more efficient government procedures that are simplified, faster, and easier to implement.

According to Emirates News Agency, FAHR’s commitment to the Zero Government Bureaucracy (ZGB) programme is evident in its campaign “Together to Zero Bureaucracy in the HR System,” which includes a series of meetings, workshops, and seminars aimed at improving human resources procedures and systems. Laila Obaid Al Suwaidi, Director General of FAHR, emphasized the ongoing development and modernization of federal human resources systems to meet rapid transformations and future trends, thereby achieving an integrated and efficient HR system.

Al Suwaidi highlighted the ZGB programme as a key component of the UAE’s str
ategic goals, enhancing national leadership and global competitiveness while contributing to the UAE Centennial 2071 and the vision of We the UAE 2031. She noted that the programme is a priority for FAHR, aligning with the UAE government’s initiatives to boost efficiency, quality, and flexibility.

FAHR’s efforts in the ZGB programme focus on six main areas, including digital system integration for HR data, enhancing the digital experience for HR, accelerating service development, and improving internal operations. The authority aims to integrate HR data systems across the UAE government, offering interconnected services with data requested only once, in a secure and privacy-conscious environment.

FAHR has successfully collaborated with several national service entities to provide proactive customer services, such as the Federal Authority for Identity and Citizenship, the Ministry of Energy and Infrastructure, Dubai Insurance, and the Ministry of Health and Community Protection. These partnerships have led t
o innovative service packages and streamlined HR procedures.

In enhancing the digital HR experience, FAHR launched the “Bayanati” system’s new interface and the updated FAHR smart application, reducing the time and steps needed for HR procedures by over half. The improvements have resulted in a distinct package of more than 38 primary services, significantly cutting down on procedural time and complexity.

FAHR’s service development aligns with the Emirates Programme for Excellence in Government Services 2.0, focusing on customer needs and the strategic goal of reducing procedural time and complexity. The use of generative artificial intelligence provides proactive solutions and customer support, further enhancing service efficiency and accessibility.

By eliminating bureaucracy, FAHR has reduced the average time for service requests by 49% and the required fields and documents by 60% and 67%, respectively. The authority also revised 23 HR procedures, updated the federal HR procedures guide, and simplified t
he approval process for ministerial decisions, drastically cutting decision time and procedural steps.

The Bureaucracy Zero Programme mandates government entities to simplify procedures, reduce timeframes by at least 50%, and eliminate unnecessary conditions. The programme’s outcomes will be evaluated, with outstanding achievements recognized by the end of 2024.
