MoHRE Reduces Bureaucracy by Streamlining Services and Cutting Procedures by Up to 100%.


DUBAI: The Ministry of Human Resources and Emiratisation (MoHRE) has made significant strides in implementing the UAE’s Zero Government Bureaucracy Programme, an initiative spearheaded by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. The programme is focused on improving government performance by enhancing the effectiveness, efficiency, quality, and flexibility of procedures to align with the UAE’s competitive and pioneering status.

According to Emirates News Agency, MoHRE has announced the elimination of procedures, requirements, and conditions for several services, drastically reducing processing times to mere minutes instead of days. This initiative has achieved reduction rates of up to 100%, marking a pivotal shift towards customer-centric institutions. The Ministry’s approach involves collaboration with individuals, the private sector, and various government entities to develop services, strengthen integration, empower employees, and launch digit
al transformation projects aimed at boosting client satisfaction.

Khalil Ibrahim Al Khoori, MoHRE’s Undersecretary of Labour Market and Emiratisation Operations, highlighted the Ministry’s strategic steps to realize the Zero Government Bureaucracy Programme’s objectives. A key achievement includes the migration of all systems and services to the Federal Network (FEDnet) cloud network infrastructure, facilitating improved organisational efficiency. Additionally, the Ministry has introduced the Smart Inspection System, which proactively monitors risks to labour market stability.

Al Khoori noted that MoHRE has developed a range of labour market services grouped into three main packages, in partnership with key strategic entities. These services aim to meet client expectations by providing easy access and reducing unnecessary burdens. The Work Bundle, developed in collaboration with the Federal Authority for Identity, Citizenship, Customs, and Port Security, among others, is a standout service that enables priv
ate-sector companies and individuals to complete necessary work and residency procedures via the ‘Work in UAE’ digital platform. This initiative has significantly cut procedures, required fields, documents, and visits, while also reducing processing time substantially.

Furthermore, MoHRE has expanded platforms like ‘Invest in Dubai’ and ‘Dubai Now’ to include services for domestic workers, achieving notable reductions in required procedures, fields, documents, and visits. The ‘Investor Journey – Abu Dhabi’ package has further streamlined establishment registration services, achieving a 100% reduction in procedures and documentation.

MoHRE’s innovative services include issuing work permits, renewing employment contracts, and cancelling work permits, along with new services like the Electronic Authorisation service, which can now be completed in just two minutes. The Ministry has also automated the process for settling violators’ status when renewing work permits, reducing the need for in-person visits and do
cumentation.

In collaboration with various authorities, MoHRE has developed an integrated service system for issuing, renewing, and cancelling work permits for UAE citizens. The National Programme for Incentivising Establishments in Priority Economic Sectors further supports the Zero Government Bureaucracy Programme by enhancing operational efficiency and reducing costs.

Al Khoori emphasized that MoHRE’s integration of labour market data has been crucial in eliminating bureaucracy, enabling automatic processing of labour contract renewals and work permit cancellations, and reducing in-person visits to zero. This comprehensive approach underscores MoHRE’s commitment to revolutionizing government services and enhancing customer experience.
